    Blogging: an opportunity for librarians to communicate, participate and collaborate on a global scale

    Blogs are an important element of the second generation of the web; or ‘Web 2.0’ as it is commonly referred to. ‘Web 2.0’ refers to the evolution from static "read only" web pages (Web 1.0) to dynamic, interactive pages encouraging users to create, interact and share content across multiple applications (O’Reilly, 2005). Blogging, along with other Web 2.0 technologies such as social networking, wikis, social bookmarking, photo sharing, video sharing, and microblogging, form part of the emergent ‘social media’ family; a collection of online tools that encourage users to communicate, participate, and collaborate on a global scale. Many library and information professionals have embraced blogging as a platform to document their career, enhance their profile, network with other librarians; and share anecdotes about their lives as librarians. The aim of this article is to present a brief overview of the history of blogs and a short review of literature related to blogging, libraries and reference librarians. It will also provide a list of recommended blogs, a discussion of the advantages of reading and writing blogs and some top tips for starting up your own blog

    Mind the gap! A multilevel analysis of factors related to variation in published cost-effectiveness estimates within and between countries

    Background. Published cost-effectiveness estimates can vary considerably, both within and between countries. Despite extensive discussion, little is known empirically about factors relating to these variations. Objectives. To use multilevel statistical modeling to integrate cost-effectiveness estimates from published economic evaluations to investigate potential causes of variation. Methods. Cost-effectiveness studies of statins for cardiovascular disease prevention were identified by systematic review. Estimates of incremental costs and effects were extracted from reported base case, sensitivity, and subgroup analyses, with estimates grouped in studies and in countries. Three bivariate models were developed: a cross-classified model to accommodate data from multinational studies, a hierarchical model with multinational data allocated to a single category at country level, and a hierarchical model excluding multinational data. Covariates at different levels were drawn from a long list of factors suggested in the literature. Results. We found 67 studies reporting 2094 cost-effectiveness estimates relating to 23 countries (6 studies reporting for more than 1 country). Data and study-level covariates included patient characteristics, intervention and comparator cost, and some study methods (e.g., discount rates and time horizon). After adjusting for these factors, the proportion of variation attributable to countries was negligible in the cross-classified model but moderate in the hierarchical models (14%−19% of total variance). Country-level variables that improved the fit of the hierarchical models included measures of income and health care finance, health care resources, and population risks. Conclusions. Our analysis suggested that variability in published cost-effectiveness estimates is related more to differences in study methods than to differences in national context. Multinational studies were associated with much lower country-level variation than single-country studies. These findings are for a single clinical question and may be atypical

    The lone parent pilots after 12 to 24 months: an impact assessment of in-work credit, work search premium, extended schools childcare, quarterly work focused interviews and new deal plus for lone parents

    From April 2004, a set of Government policies designed to help lone parents into work have been piloted in various combinations in a number of Jobcentre Plus districts in Great Britain. The five policies are: In Work Credit (IWC), Work Search Premium (WSP), Extended Schools Childcare (ESC) and Childcare Tasters, Quarterly Work Focused Interviews (QWFIs) for lone parents whose youngest child is aged 12 or over in Local Education Authorities (LEAs) in which an ESC pilot is operating (ESQWFI), and New Deal Plus for Lone Parents (ND+fLP), hereafter collectively referred to as 'the lone parent pilots' (LPPs or 'the pilots'). The pilots were rolled out in four Phases, the first three of which are analysed in this report. This report estimates the impact of the LPPs on lone parents who have received Income Support (IS) or Jobseeker's Allowance (JSA) for at least 12 months. It uses a difference-in-differences (DiD) estimator, and makes use of lone parents in districts not operating a pilot as a comparison group. The data covers the first 12 months (Phase 3 districts) to the first 24 months (Phase 1 districts) of the pilots' operation, and so should be seen as giving the early impacts. Impacts were estimated separately for the stock of lone parents who had been on benefit for at least 12 months when the pilots began, and the flow sample of lone parents whose claim of IS/JSA reached 12 months after the pilots began

    Farm-gate nitrogen balances on intensive dairy farms in the south west of Ireland

    peer-reviewedNitrogen management and farm-gate N balances were evaluated on 21 intensive dairy farms in the south west of Ireland for each of four years (2003 to 2006). The mean annual stocking density was equivalent to 202 kg/ha (s.d. 29.6) of N excreted by livestock on the farm. The mean annual farm-gate N surplus (imports – exports) declined between 2003 and 2006 (277 to 232 kg/ha, s.e. 6.8; P < 0.001) due to a decline in annual N imports (fertilizer, feed and imported manures; 335 to 288 kg/ha, s.e. 6.9; P < 0.001). Overall annual fertilizer N use on the farms decreased during the study period (266 to 223 kg/ha, s.e. 6.5; P < 0.001) mainly due to lower inputs for the first application in spring and for the production of first-cut silage. These decreases were partly offset by applying more slurry in spring for early grazing and for first-cut silage. The introduction of white clover resulted in lower N imports on four farms. Export of N from farms was unaffected by reductions in N imports. The mean efficiency of N use tended to increase over time (0.18 in 2003 to 0.20 in 2006). The large variation in quantities of fertilizer N applied on farms with similar stocking densities suggests potential for further improvements in the efficiency of N use. In terms of fertilizer N use, complying with S.I.     Guaranteed energy-efficient bit reset in finite time

    Landauer's principle states that it costs at least kTln2 of work to reset one bit in the presence of a heat bath at temperature T. The bound of kTln2 is achieved in the unphysical infinite-time limit. Here we ask what is possible if one is restricted to finite-time protocols. We prove analytically that it is possible to reset a bit with a work cost close to kTln2 in a finite time. We construct an explicit protocol that achieves this, which involves changing the system's Hamiltonian avoiding quantum coherences, and thermalising. Using concepts and techniques pertaining to single-shot statistical mechanics, we further develop the limit on the work cost, proving that the heat dissipated is close to the minimal possible not just on average, but guaranteed with high confidence in every run. Moreover we exploit the protocol to design a quantum heat engine that works near the Carnot efficiency in finite time.Comment: 5 pages + 5 page technical appendix. 5 figures. Author accepted versio

    Pensioner poverty over the next decade: what role for tax and benefit reform?

    Recent falls in poverty amongst those aged 65 and over are unlikely to continue after 2007-08, even after the implementation of the proposals outlined in the Government's Pensions White Paper. This report looks at the prospects for pensioner poverty in England over the next decade. The authors find that that the proportion of those aged 65 and over living in poverty is set to remain at its current level - around one-in-five - between 2007-08 and 2017-18. This is despite the overall increase in the generosity of state pensions arising from the Pensions White Paper, and the fact that younger cohorts are expected to have more private pension income and higher employment rates at older ages than those preceding them

    A meta-analysis of variables that predict significant intracranial injury in minor head trauma.

    BACKGROUND: Previous studies have presented conflicting results regarding the predictive effect of various clinical symptoms, signs, and plain imaging for intracranial pathology in children with minor head injury. AIMS: To perform a meta-analysis of the literature in order to assess the significance of these factors and intracranial haemorrhage (ICH) in the paediatric population. METHODS: The literature was searched using Medline, Embase, Experts, and the grey literature. Reference lists of major guidelines were crosschecked. Control or nested case-control studies of children with head injury who had skull radiography, recording of common symptoms and signs, and head computed tomography (CT) were selected. OUTCOME VARIABLE: CT presence or absence of ICH. RESULTS: Sixteen papers were identified as satisfying criteria for inclusion in the meta-analysis, although not every paper contained data on every correlate. Available evidence gave pooled patient numbers from 1136 to 22 420. Skull fracture gave a relative risk ratio of 6.13 (95% CI 3.35 to 11.2), headache 1.02 (95% CI 0.62 to 1.69), vomiting 0.88 (95% CI 0.67 to 1.15), focal neurology 9.43 (2.89 to 30.8), seizures 2.82 (95% CI 0.89 to 9.00), LOC 2.23 (95% CI 1.20 to 4.16), and Glasgow Coma Scale (GCS) <15 of 5.51 (95% CI 1.59 to 19.0). CONCLUSIONS: There was a statistically significant correlation between intracranial haemorrhage and skull fracture, focal neurology, loss of consciousness, and GCS abnormality. Headache and vomiting were not found to be predictive and there was great variability in the predictive ability of seizures. More information is required about the current predictor variables so that more refined guidelines can be developed. Further research is currently underway by three large study groups

    Development and characterization of novel erythropoiesis stimulating protein (NESP)

    Studies on human erythropoietin (EPO) demonstrated that there is a direct relationship between the sialic acid-containing carbohydrate content of the molecule and its serum half-life and in vivo biological activity, but an inverse relationship with its receptor-binding affinity. These observations led to the hypothesis that increasing the carbohydrate content, beyond that found naturally, would lead to a molecule with enhanced biological activity. Hyperglycosylated recombinant human EPO (rHuEPO) analogues were developed to test this hypothesis. Darbepoetin alfa (novel erythropoiesis stimulating protein, NESP, ARANESPTM, Amgen Inc, Thousand Oaks, CA), which was engineered to contain 5 N-linked carbohydrate chains (two more than rHuEPO), has been evaluated in preclinical animal studies. Due to its increased sialic acid-containing carbohydrate content, NESP is biochemically distinct from rHuEPO, having an increased molecular weight and greater negative charge. Compared with rHuEPO, it has an approximate 3-fold longer serum half-life, greater in vivo potency, and can be administered less frequently to obtain the same biological response. NESP is currently being evaluated in human clinical trials for treatment of anaemia and reduction in its incidence.© 2001 Cance Cance Cancer Research Campaig

    The Cosmic Lens All-Sky Survey parent population - I. Sample selection and number counts

    We present the selection of the Jodrell Bank Flat-spectrum (JBF) radio source sample, which is designed to reduce the uncertainties in the Cosmic Lens All-Sky Survey (CLASS) gravitational lensing statistics arising from the lack of knowledge about the parent population luminosity function. From observations at 4.86 GHz with the Very Large Array, we have selected a sample of 117 flat-spectrum radio sources with flux densities greater than 5 mJy. These sources were selected in a similar manner to the CLASS complete sample and are therefore representative of the parent population at low flux densities. The vast majority (~90 per cent) of the JBF sample are found to be compact on the arcsecond scales probed here and show little evidence of any extended radio jet emission. Using the JBF and CLASS complete samples we find the differential number counts slope of the parent population above and below the CLASS 30 mJy flux density limit to be -2.07+/-0.02 and -1.96+/-0.12, respectively.Comment: 10 pages, 4 figures, accepted for publication in MNRA
